(Part One)

High-frequency Active Auroral Research Program. Currently in Alaska, a 36 antenna array has been constructed as the first phase of a modular, expandable system intended to become the world’s most powerful radio transmitter. This system, HAARP for short, is a joint project of the United States Air Force, Navy, and the University of Alaska. HAARP is a radio-wave-beaming technology capable of electronically “lifting” areas of Earth’s ionosphere by focusing energy on controlled areas. When the super-heated section of the ionosphere “drops” back into its normal state, a wave of electromagnetism is released earthward. The full ramifications of this action are, as yet, unknown. The US military has stated the purposes of this system are as follows:

One--Replace the electromagnetic pulse effect of an atmospheric thermonuclear detonation with a less destructive, more tactically acceptable, option.

Two--Replace the ELF (Extremely Low Frequency) submarine communication system currently operating in Michigan and Wisconsin.

Three--Replace the over-the-horizon radar system originally planned for the current location of the HAARP project.

Four--Provide a tactically acceptable method of blacking out communication over an extremely large area while keeping the military’s own system intact.

Five--Provide a wide-area Earth-penetrating tomography which, when combined with the EMASS and Cray supercomputing systems, will allow verification of nuclear non-proliferation.

Six--Locate sub-surface oil, natural gas, and mineral deposits simultaneously over large geographic areas.

Seven--Detect incoming low-level planes and cruise missiles.

Also referenced in government documents related to the HAARP system are the following secondary possibilities for use once the system has been implemented:

One--The alteration of existing weather patterns

Two--Changing the chemical composition of the ionosphere

Three--Disrupt electronic communications on a global level

Four--The temporary disruption of human mental processes over large geographical areas

The US government has also been cautioned by members of the scientific community that the effects of the use of the HAARP system on the ionosphere are completely unknown and possibly cataclysmic. The military has officially declared these oppositions to be groundless despite providing no evidence to the contrary or performing limited area control testing.

(Part 2)

November third, 1993: the United States Air Force announces that its primary contractor for the HAARP system will be Arco Power Technologies, Incorporated. APTI was, in 1993, a virtually unknown company. The HAARP contract was over five times the organization’s total yearly sales. It was a necessary choice by the military for one reason, APTI owns the patents of one Bernard J. Eastlund, former president of APTI. Eastlund’s US patent #4,686,605, “Method and apparatus for altering a region in the Earth’s atmosphere, ionosphere and/or magnetosphere” was sealed for a year after issue under a direct government secrecy order. According to the patent design, radio frequency radiation is concentrated and focused at a specific point in the ionosphere allowing the transfer of unprecedented amounts of energy into the ionosphere of the Earth, estimated to at least one watt per cubic centimeter, over one million times the level of energy previously attempted. Eastlund’s patent is, of course, an extension of the work of the fabled Nikola Tesla.

To quote directly form the patent: “This invention provides the ability to put unprecedented amounts of power in the Earth’s atmosphere at strategic locations and to maintain the power injection level, particularly if random pulsing is employed, in a manner far more precise and better controlled than heretofore accomplished by the prior art, particularly by detonation of nuclear devices of various yields at various altitudes.

“...it is possible not only to interfere with third party communications but to take advantage of one or more such beams to carry out a communications network even though the rest of the world’s communications are disrupted. Put another way, what is used to disrupt another’s communications can be employed by one knowledgeable of this invention as a communication network at the same time.

“...large regions of the atmosphere could be lifted to an unexpectedly high altitude so that missiles encounter unexpected and unplanned drag forces with resultant destruction . . .

“Weather modification is possible by, for example, altering upper atmosphere wind patterns by constructing one or more plumes of atmospheric particles which will act as a lens or focusing device. . . Molecular modifications of the atmosphere can take place so that positive environmental effects can be achieved. Besides actually changing the molecular composition of an atmospheric region, a particular molecule or molecules can be chosen for increased presence. For example, ozone, nitrogen, etc., concentrations in the atmosphere could be artificially increased . . .”

These have all been direct quotes from the patent. There are at least eleven other related APTI patents including quote “Nuclear explosions without radiation” unquote.

(Part Three)

In 1994 APTI, including all patents and military endeavors, was sold to E-Systems. E-Systems is one of the largest intelligence contractors in the world, performing most of its work for the CIA and defense intelligence. 1.8 billion dollars worth of E-Systems annual sales are to these organizations with 800 million dollars for black projects. Black projects are projects classified so secret that congress cannot be told what the money they appropriate is being spent for or on. E-Systems was purchased almost immediately after the acquisition of APTI by Raytheon, arguably the largest defense contractor in the world and number 42 on the 1994 “Fortune 500” list. Coincidence or not, US Air Force documents now reveal that the Air Force, in conjunction with Raytheon, has developed a system for the manipulation and disruption of the electrochemical processes of the human mind through the use of pulsed radio-frequency radiation over large geographical areas, needing only a radio transmission system powerful enough to broadcast it
